Paragon City has seen a startling change during the past 5 years and through it all there has been one constant - S.D.I and it's service to Paragon City. After 5 years as a promoter of safety, charity, technology and empowerment, the company now funds a small group of heroes, the Wolfcry Division - who work hard to help the citizens of Paragon City take back control of their city.

The story of this organization's genesis and nascent roots are by now familiar. Samiel Dayne, ex-football star, business man and philantropist came to Paragon City to put his new found powers to the test. Sickened and saddened by the city's deterioration, he joined the cities prestigious New Porter Institute and worked with the staff and students there to to take the subways, the streets and the neighbourhood back from crime, while ploughing his considerable resources into technology and the 'Make a Wish' foundation. He was crucial in efforts to expand S.D.I Ltds services as society dictated.

If Paragon City never sleeps, then Jack Garrett was it's resident insomniac. A trained soldier and veteran of the Rikti War and a mentor at NPI, he served the city he grew up in with commitment, conviction and compassion. He personified benevolence and fortitude and was an inspiration and guardian angel to many of the Institute's students. Wolfcry Division was founded by two ex-students of the New Porter Institute, in memory of these two great men and to ensure that their memory lives on. Every member is dedicated to trying to create a better and safer world for all.
